Park View is not a city. It is an unincorporated planned community in Butler Township, laid out in 1966 as a Scott County Community Area Development and run ever since by the Park View Owners' Association rather than a city council. Its motto is "Where You Walk to Play": more than 85 acres of parkways run behind the houses, most children walk to Neil Armstrong Elementary at the center of the neighborhood, and the association keeps up the ball fields, Meadowbrook Park, and a great many trees. Roughly 2,700 people lived here at the 2020 census, about three miles northeast of Eldridge and next door to Scott County Park.

The covenants shaped the housing: detached single-family homes, two storeys at most, on 80-foot lots, and the median one was built around 1976. That is fifty-year-old siding, a lot of original window frames, and decks that have been through decades of Iowa freeze-thaw. Nearly nine in ten homes are owner-occupied. Commercial property is deliberately small — a node at Grove Road and Lincoln Avenue with a convenience store, a dental office, salons, chiropractors, and preschools, plus Park View Lutheran and New Hope United Methodist, the school, and the water district office.
